This is a pretty rare edge case though.  Using KDE without a working mouse is
possible but would be pretty tough if you're not used to it.  A much better
reason is just that accessing the menus through the keyboard is probably
quicker and more convenient for people who use this feature.

Any Alt+[Letter] combination may be used by terminal applications and are in
practice.  At various points in KDE 4's development Konsole had and then did
not have menu shortcuts.  I got bug reports either way so I think the sensible
thing is probably just to provide a setting somewhere.
