My system is a Mandriva 2010.0 installed from scratch, with a clean user
account created from scratch too. I didn't configure anything special in KDE
related to the mouse except the cursor theme and the mouse accelaration.
Restoring them to the default value changes nothing.

I have one more information: if a Konsole terminal has the focus, then it
catches all mouse wheel events (I see the terminal text scrolling), even if the
mouse cursor is not in the Konsole window.
