This is correct - 'Open Browser Here' means 'file browser', not 'web browser' -
hence the Dolphin icon.  The menu action which opens Firefox is the top one
labeled 'Open Link'.  

Unfortunately the text 'Open File Browser Here' is too long to fit in the menu.
 If we could know for sure which application would be used to open the folder
then it could be changed to 'Open Dolphin Here' or 'Open Nautilus Here'.
