to reproduce:
in KDE launch konsole
su
enter root password
top
close konsole
result:
the "top" process is still alive and eats 100% CPU
this isn't related to top command , in fact tail -f has the same behaviour
this isn't related to root user only, in fact, using su an_other_user - has the same behaviour
This bug is valid under kde4 and kde3
