Okay, I'm in Kwrite.
"Konsolerc" IS in kde/share/config
I didn't expect this file (kde) to be in Home.
Thought it would be down in the guts somewhere.
I have never been in Kwrite before so I am not sure what I am looking at here...
It looks like the config for Kwrite (?).
