The widget style is set by the 'widgetStyle' key in the [General] section of $KDEHOME/share/config/kdeglobals.  Change that from 'oxygen' to 'cleanlooks' or 'plastique'

If the $KDEHOME variable is not set, it defaults to either ~/.kde4 or ~/.kde (depending on your distribution)
