Revision 780739 fixes the bug so that the behaviour is consistent with Konsole in KDE 3.5 and other terminals.  In other words, dragging the cursor beyond the end of the text in the last line of output 'selects' the new line character as well.

Actually fixing this particular report requires a more deliberate approach.

That is something which is deliberate and was added in prior to KDE 4 by someone else.  I presume the reason was so that the name of a command or a filename could be selected using double-click or triple-click selection (which doesn't include a new line at the end of the selection) and Ctrl+MMB paste explicitly adds in a new line character to do paste-and-execute.
