In truth, not a lot of work to get KDE 3.5.x functionality back again.  I did
plan to do this for KDE 4.1 but it didn't happen because I was originally
hoping to introduce improved restore of sessions since I always considered that
just restoring the program and path was almost useless.  Evidently a lot of
users don't feel the same way.

But please don't wait for it to happen.  The Konsole code is fairly clean and
this would be a good job for a new developer.  If you haven't worked on KDE
code before and you'd like to make a contribution then please get in touch. 
Seasoned developers are also welcome to apply.
