Silly question: 
I'm assuming you opened konsole by clicking through the menus. Did you click on
"Terminal Program - Super User Mode" or "Terminal Program"? 

The first one shows up at the top of my menu, and if I'm not careful, I open
that. Which doesn't work, as I get no prompt for a root password. And no
Konsole opens. (I can't find this in bz at all... Nobody has complained?)

When you reboot, KDE's session management opens Konsole, so if that works, I
don't think this is an actual konsole bug.
