I also observe this bug on Fedora 7.
uname -a
Linux localhost.localdomain 2.6.22.9-91.fc7 #1 SMP Thu Sep 27 23:10:59 EDT 2007 i686 i686 i386 GNU/Linux
KDE 3.5.7-22.fc7 Fedora
Konsole 1.6.6

After removing scim-qtimm, transparency on all tabs starts working immediately.
