Konsole is only responsible for the terminal window, sending user input to the program running in the terminal and displaying the output from the terminal - it has nothing to do with the shell or the commands which are invoked using the shell.

The closest thing to this is the kio-fuse tool which makes KIO's facilities accessible via the standard UNIX file system, by allowing directories in the filesystem to be associated with particular URLs.  When you browse those directories, KIO is invoked to retrieve the files from the (possibly remote) URL.
