We experienced the same problem on a fresh Debian etch netinstall + some KDE packages. I'm not sitting in front of that box right now, but I can that ~/.kde/share/config/konsolerc exists, and even includes the entry schema=WhiteOnBlack.schema. 

Unfortunately, konsole wakes up again and again with Konsole Default colors. Chosing "white on black" does work for the current session.
