Fixed for KDE 4.  New tabs use the same session type and current working directory as the previously active session, unless you choose a menu option which specifies a different type to the active session.

eg.

If you start a normal session and cd to "/some/path" then press Ctrl+Shift+N it would create a new session with initial directory set to "/some/path".  If you then selected to create a new session of a different type via "Session -> New <Session Type>", the new session would use the default working directory for that type of session.

Behaviour may change following feedback from KDE 4 betas.
