  No, it can't be done currently in Konsole.  

However, it can be done using the other programs.

For a non-KDE, try xbindkeys http://hocwp.free.fr/xbindkeys/
In KDE, try KControl->Regional&Accessibility->Input Actions.  You might have 
to test it to get what you want... 

Note that these 2 methods will be used for all programs, not just Konsole.

At some point post KDE4, Konsole may get something like this... not sure.
