This bug actually applies to KDE 3.2 BRANCH >= 20040204 included in Mandrake 10.0 Community in general, not just Konsole, but that is where I discovered it.  I am using a synaptics touchpad with the latest driver from Peter Osterlund (http://w1.894.telia.com/~u89404340/touchpad/index.html) on a Dell latitude c640 laptop. When I perform a vertical scroll using the touchpad's virtual scrollwheel, the horizontal scrollbar to moves (if present) rather than the vertical bar.  Performing a horizontal scroll on the thouchpad causes the vertical scrollbar to move.  This behaviour is fixed by going into KDE Control Center -> Peripherals -> Mouse and then toggling the "Reverse scroll polarity" option on and back off and then pressing "Apply".  However, this fix only lasts for one session and must be applied everytime I login.
