Well, I wonder what Debian is doing...

See what the output of these are:
1. grep -i schema $KDEHOME/share/config/konsolerc
2. konsole --schemas
3. konsole --schema=Transparent_lightbg.schema
4. Try using another non-transparent schema as the default.
