Found the solution. Or rather, Ingo Klöcker told me it upon reporting a similar "bug" on kmail 
(http://bugs.kde.org/show_bug.cgi?id=60549): 
 
Setting the variable LC_ALL to en_US at euro fixes the problem both in kmail and konsole. The 
"old" way of doing it (LC_ALL=en_US.iso8859-15 + misc dialogs) no longer works. 
 
The problem is completely independant from the shell (as whitnessed by the fact that it can also 
be reproduced by other programs, such as /bin/cat ... started using konsole -e /bin/cat 
some_fifo)
