http://bugs.kde.org/db/27/27294.html is a tad related, although not the same or at least not complete.

The Scroll Lock key toggles the LED, but doesn't seem to influence Konsole.

Ctrl-S/Q does influence Konsole, but it doesn't toggle the LED.

This is pretty disturbing and is completely behaviour incompatible with the virtual consoles of Linux. It should be possible to toggle the LED status based on whether the active window has scrolls locked or not. When I Ctrl-S my konsole, I'd like to see that on my keyboard. I didn't buy one with blinking lights for fun. ;)
