I should ask at last what exact date & time format strings you enter. :-)

I asked you to get a xterm with Alt F2 and start Konsole from there.

You should not work or run KDE as root! There is no need to reinstall sth.

Delete ~/.kde/share/config/kdeglobals which contains date & time format.
