That's normal behaviour under *nix. So no bug & duplicate to #38374.

If this is not the case it is now your responsibility to reopen the
bug report if necessary, and/or fix the problem forthwith.

I'm using konsole with a lot of open shells.
When I logout (with "save session" active) and login again, Konsole is automatically restarted with the shells, but every shell is using the same working directory. This wasn't the situation as I loged out, so it is not that what I expect.
If Konsole can't remember the last working directory it's better when Konsole is always starting with only one shell.
Another solution could be to allow different start directories for every new shell.
