This is not a bug but an indented behaviour.

Then tell your shell to not bell. Bash: bell-style or show-all-if-ambiguo=
has caused the attached bug report to be marked as done.
This means that you claim that the problem has been dealt with.
If this is not the case it is now your responsibility to reopen the
bug report if necessary, and/or fix the problem forthwith.
(NB: If you are a system administrator and have no idea what I'm
talking about this indicates a serious mail system misconfiguration
somewhere. Please contact me immediately.)

Start up konsole. Type an arbitrary letter and press "tab". If the shell finds more than one match it waits for another tab to offer complete list of possible commands.
Until tab is pressed again (or user presses any other key), the shell icon (black terminal with shell) in the konsole toolbar changes to a bell icon.
I am pretty sure there is a reason for this behaviour, but IMO it can be very distracting to the user, since he does not expect any visual feedback after pressing tab. When I see that bell flashing up, I find myself changing focus to the toolbar again and again.
This behaviour did not exist in KDE 2.2.x
