It is a bit confusing in the choice of wording.
if you do ./configure --help you will see this:

System types:
   --build=BUILD     configure for building on BUILD [guessed]
   --host=HOST       cross-compile to build programs to run on HOST [BUILD]

HOST would be the prefix to your cross copiler, in my case, I used 
arm-linux-gcc so HOST is arm-linux
