Charsets and build 20030705

I think i have just find the bug that makes konq-e ignore the charsets. 
It's seems
that konq-e only takes into account the charset specified in the meta tag, 
and the charset of the content-type specified in the header of the response 
is ignored.
So the web page should contain a line like:
	<meta http-equiv="content-type" content="text/html; charset=utf-8">
If it doesn't find line like this one it uses the latin1 enconding.

I don't known if this works in the CVS version.
