That is simple:
Debian Stable only has AQBanking 6.7.7beta, not 6.7.10beta.

So whenever 6.7.10 is made available in Debian Unstable, this version
first needs to enter Debian Testing. Then it could be uploaded as a
backport.
In my bug report I just asked about making it available in general, i.e.
for Debian Unstable which at some point will lead to next Debian Stable
through Debian Testing. However even the changes bank institutes made, I
think it would be important to eventually backport 6.7.10beta or later not
to leave Debian Stable users without access to the transactions of their
bank accounts with those institutes.

I am not getting you here. This bug report is not even about Debian or
Linux in general. I am not aware of a general interaction issue between
KMyMoney and AQHBCI in Debian.
