This is not true for all views. So far, budgeting and reporting can be 
'disabled' through the plugin settings (true for newer 5.0.x versions).

Using tags is optional and I think we have a request to be able to disable it 
and save some screen estate: https://bugs.kde.org/show_bug.cgi?id=404473
