Ryan,

First, I would try launching KMM from command line to see if it puts  
any useful errors to the console.

Second, I would ask on a Kubuntu list, as I suspect it is a packaging  
bug.  I'm on Gentoo, not Kubuntu, and I don't use Plasma, but do have a  
number of plasma related packages installed, with no idea what  
dependency dragged them in.  I still don't quite understand the  
interactions between kdelibs and frameworks, but I do suspect that's  
related to your problem.

Another thing to try it creating a new user and running KMM there.   
That will rule out effects of changes you have made to your own  
configuration.  Maybe not likely, but possible.
