I've done some more checking and the original problem was fixed in 
4.6.3, and that fix has been in the subsequent releases.

So, and assuming your decimal symbol is the comma, when you load your 
csv file into the plugin, I assume that all the fields have been 
correctly displayed, ie, the field separator is correct.  Then, once 
you've selected the columns you need, and also the rows, when you look 
at the data in the amount/debit/credit/quantity/amount columns, does the 
comma separator appear there correctly?  Are you then selecting the 
decimal separator which matches your file?  That needs to be done before 
import.  If so, the amounts in those columns should be highlighted in 
green.  If your file still imports incorrectly, then I'm afraid I will 
need to see your file to find the issue.
