I would probably call this a missing feature rather than a bug.  KMM is  
probably working as designed, but nobody thought about budgeting for a  
fiscal year that is not calendar year.  I suspect your bug report could  
be changed to a wishlist, although I don't really have any idea how  
hard it would be to implement.
