when you reply to/provide additional information for a bug in the NEEDSINFO
state, you also need to set the status back to REPORTED.  Also, when replying
by email (where you cannot change the status, that I  know of) you should
almost always send ONLY your reply, as your entire message (including what you
quote) becomes the next comment.  I've adjusted the state here, but otherwise
have no additional insight.
