Depending on what you mean by 'jumps', I think I might be seeing the same thing
(see video attachment):
1. In an account ledger, initiate a reconciliation
2. Click in the 'C' column to mark a transaction as Cleared

OBSERVED:
The ledger appears to momentarily scroll up, sometimes showing only the
previously cleared transactions, sometimes showing the headers for previous
reconciliations.
The ledger then scrolls back and the transaction I clicked on is marked as
Cleared
