[kmymoney] [Bug 516652] With fiscal year starting on 6th April, the Yearly Budget report has incorrect amounts in each month

Some observations: 

1. kmymoney always starts the budget at the beginning of the year, regardless
of whether the budget starts later, as can be seen in this monthly report:

2. If the report start date does not fall at the beginning of the month, the
calculation becomes confused, as can be seen here.
