SUMMARY

The Ledgers shortcuts don't work (at windows 11) until you click on a ledger
transaction.

STEPS TO REPRODUCE
1. Go to ledger
2. Press CTRC+INS to insert new transaction
3. 

OBSERVED RESULT
Nothing happens

EXPECTED RESULT
To open the transaction editor
