I was initially going to object to this, but on further thought it does make
sense.  Toggling between " " (not marker) and "C" (cleared) in both normal and
reconciliation mode is reasonable and seems to be the most common operation. 
In general, setting a transaction to "R" (reconciled) should only be done by
competing the Reconciliation Wizard.  All changes other than between these
three already requires an explicit action to set the desired value.  Similarly 
requiring an explicit action to set or unset "R" does make sense.  (This is all
separate from requiring extra user confirmation to make any change affecting
the reconciliation status of the account, but I believe there is already an
enhancement request filed for this.)
