Unexpected Text at top of Report

Unexpected text appears at the top of all reports when I compile the master
from source on 1 of my 4 systems (reports tab is missing from the other 3
systems).

Note that the buttons do not work as expected, for example when I click on
"Export report" it asks me if I want to delete the report.
