For #1, I just tried with 5.2.1, and reconciled transactions DO show up in
Payees and Tags view, whatever the status of "Hide Reconciled Transactions."
For #2, I do see a Balance at the bottom right of Tags view, but it is still a
reasonable wishlist for the Payees View.
