Improper import QIF

I keep having same problem with importing on same payee. QIF is as follows:
!Account
NBank 9999^
!Type:Bank
D04/10/2025
T2084.70
C*
PSSA
MIncome
LSSA
^
When imported I get a transaction with No Payee, category is " Opening Balance
" ,with blank in front of "Open"

It prompts me for scheduled tranasctions, which I do have for "SSA", but it
doesnt match it even though "SSA" is already listed
as a payee
