This indicates a MinGW build that was downloaded from
https://download.kde.org/stable/kmymoney/5.1.3/.

What was not specified is the architecture used. - If it is the win64 variant,
this is a duplicate of bug 484905, in which case it helps to use a KMyMoney 5.1
snapshot from https://kmymoney.org/snapshots.php.
