I would say you would be correct to use "data" instead of "storage."  I was
unable to track those lines back to determine their origin, but they have been
there for at least four years.  If one of the developers gives the OK, I'll be
glad to make the commit.  
I suspect the original author was trying to be generic, using the same terms
for any type of storage (XML, gzipped XML, encrypted, or SQL) and might not
have been a native English speaker.
