If you run from a command line, is there anything more informative in the
output?  (Open a CMD window, or equivalent) and just type "kmymoney" (you might
possibly need to specify the entire path to the executable.)  
Can you confirm that the file really is an OFX file?  You should be able to
open it in any text editor, and show us the first dozen or so lines.  Those
should be OK to show, but do be sure there is no personal information in what
you copy.
Finally, might there be any permission errors in accessing the file?
