Follow-up: I decided to use sqlcipher to delete those two records:

sqlcipher <database-file>
SQLite version 3.36.0 2021-06-18 18:36:39 (SQLCipher 4.5.0 community)
Enter ".help" for usage hints.
sqlite> PRAGMA key = '<passphrase>';
ok
sqlite> select * from kmmOnlineJobs ;
O000001|org.kmymoney.creditTransfer.sepa|||noBankAnswer|Y
O000002|org.kmymoney.creditTransfer.sepa|||noBankAnswer|Y
sqlite> delete from kmmOnlineJobs ;
sqlite> select * from kmmOnlineJobs ;
sqlite> .quit
