SUMMARY
When adding or editing a transfer between two accounts of different currency,
an "Exchange Rate/Price Editor" is shown. It should incorporate ability to
download a historical price for the pair and the date of transaction.
Additionally, the widget should show if an existing currency pair for the date
had been previously provided and therefore already shown.

STEPS TO REPRODUCE
1. In ledger, add a transfer between account denominated in different
currencies

OBSERVED RESULT
Exchange Rate/Price Editor is shown, but only manual entry of exchange rate is
possible.

EXPECTED RESULT
If an existing rate was known and presented, user should be notified. It should
also be possible to retrieve the rate from the online source.
