As Thomas noted, this is intentional so that when you double click on a
category in Categories view and it gets opened in the Ledger view, the category
is properly displayed on the dropdown list. It keeps things coherent: since we
use same Ledger for both Accounts and Categories, it should behave the same.

Why do you expect to see accounts only? Is there any particular reason?
