This site is for reporting bugs and enhancement requests, not for support

Tags have been available for a long time, and there is a chapter in the manual: 
https://docs.kde.org/stable5/en/extragear-office/kmymoney/details.tags.html. 
It may not be completely up to date, but I looked quickely, and it seems to
address basic use of tags.  Is Ubuntu packaging too old a version of the
manual? 

As a basic explanation, Tags are similar to Categories, but use is optional. 
They give you another way to organize or label transactions.
