Special actions section with additional Get Bank info button

For the future: please do not open a new bug when something is still not
working. Re-open the existing one. Thanks.

Regarding your problem: it seems the required version of AqBanking is not
present. One can identify it by an additional button in the "Special actions"
section of the user edit dialog.
