[kmymoney] [Bug 404473] Make the tags feature optional on the UI

Hi all,

What is the reason a user would want to turn off tags?

Personally, that is one thing that keeps me using this application over
something like GnuCash or MoneyDance etc...

I am just curious. I don't tag everything but the I do tag expenses that
are bills and I do tag transactions that are related to a project with the
project name(new patio for example).
