SUMMARY
Windows 10 Version try with version 4.8.2 and 4.8.3 ok with 4.8.0

STEPS TO REPRODUCE
1. Settings - KDE Language settings
2. Chose French Luanguages
3. 

OBSERVED RESULT
I Can't Modify Numbers, Money, Calendar and Date & Time Option

No trouble if a chose American English

EXPECTED RESULT

No possibily to choose decimal seperator etc. after Apply the options stay
empty
