I fixed the first part (start with last selected view).

I cannot duplicate the second part (report). Is this a custom report or a
default report? What does the 'Current selection' show when you open the filter
tab of the report configuration of a problematic report?

Please be more precise about what is not working on the third part (budget).
What is the expected behavior and what is the actual behavior? Without this
information we cannot find a problem.
