The 32bit binary installers and packages from version 4.8.2 could not find the
aqbanking ofx plugin 

STEPS TO REPRODUCE
1. download and unpack binary package from
https://download.kde.org/stable/kmymoney/4.8.2/win32/kmymoney-i686-w64-mingw32-4.8.2-4.1-bin.7z
2. open command line in the bin dir of the unpackaged archive
3. configure aqbhic user 
4. run aqhbci-tool4.exe getsysid -u <user>

OBSERVED RESULT
The command line too shows the following message
6:2018/10/07 20-33-44:gwen(4660):libloader.c:  104: File
"D:\kmymoney-4.8.2\lib\aqbanking\plugins\35\providers\aqofxconnect.dll" not
found

EXPECTED RESULT
The plugin should be found
