Category Edit Locked

I've imported transactions in .bin (qfx) format to a credit card liability
account.  I can clear and reconcile transactions from last year but I can
not add a category to a transaction individually or in bulk.  When I try
the category value is placed on the appropriate line but options for Enter
or Accept are greyed out.  The only option available is Cancel.

I've also saved, exited the program and reopened with no change to the
behavior.

I've searched the doc without a resolution and my google fu is failing with
this topic.

Thanks for any tips to remedy this.
