I suppose we could improve the terminology, or perhaps even add some minimal
explanation to the dialog.  However, once you make changes to the criteria,
they don't actually have any effect until you "find" the transactions
contributing to the report using those new criteria.  In retrospect, I wonder
if the terminology is left over from a query dialog.

Would it help to say somewhere (other than the manual, which does need updating
also) that there is no need to explicitly save a report, saving is automatic,
but changes to search criteria are not actually saved until you hit "Find" to
apply those changes to the displayed report."  ?
